Barbara Bernal Monrroy

Barbara Bernal Monrroy is a Policy Manager at Issue One, specializing in election protection, campaign finance, and legislative advocacy. Barbara has expertise in protecting elections from disinformation, safeguarding voter rolls, advancing election transparency reforms, interagency data sharing, and addressing technological needs in the election space.

Before joining Issue One, Barbara worked at Campaign Legal Center, the Leadership Conference on Civil and Human Rights, and the U.S. Senate Committee on Rules and Administration. Additionally, she was a Congressional Hispanic Caucus Institute Technology Postgraduate Fellow.

Barbara attended Davis and Elkins College in West Virginia, where she earned her B.A. in Political Science, Criminology, and English (Writing Concentration). While there, she was a student-athlete who broke multiple individual and team records in swimming. In addition to her academic achievements, she was named the first-ever Latina Valedictorian in the school’s history. Driven by her commitment to justice, she pursued a Juris Doctor at Indiana University Maurer School of Law, where she served as a leader in multiple organizations. She graduated from law school in May 2025 and received the Leonard D. Fromm Public Interest Student Award.

Outside of her work, Barbara enjoys mentoring young attorneys in the Hispanic Bar Association of the District of Columbia and doing Pilates and yoga.
