Technology Reform Programs Manager


Víctor Guillén, MPP, is the Programs Manager for Technology Reform at Issue One, where he works to advance policies that promote platform transparency, accountability, and digital rights. He operates at the intersection of technology and democracy, driven by his passion and lived experience advocating for democratic reforms in his native country, Venezuela.

With a background in tech policy, strategic communications, and counter-disinformation, Víctor has extensive experience combating the harmful effects of online disinformation, algorithmic discrimination, and surveillance technologies — particularly in how they threaten civil rights and democratic due process.

Prior to joining Issue One, Víctor served as a Strategist at United We Dream, the largest immigrant youth-led network in the country. In this role, he led nationwide anti-disinformation initiatives, worked to hold tech companies and federal agencies accountable for exploitative data collection practices, and advocated for stronger data privacy protections to safeguard civil liberties.

Víctor holds a Master’s in Public Policy (MPP) from Temple University and has worked extensively on digital rights issues, pushing for policies that limit mass surveillance, prevent government overreach, and protect individuals from invasive data practices. He is also a contributor to national publications such as Tech Policy Press, Teen Vogue, and El País, where he writes about the intersection of technology, disinformation, and policy as they relate to civil rights and democratic governance.
